Welcoming Spring with New Opportunities
Spring has arrived, bringing with it a renewed sense of energy and possibility throughout Saskatoon. In Ward 2, the signs of renewal are everywhere, from the budding trees along our streets to the growing excitement of upcoming community events and construction projects that promise improvements to our infrastructure and quality of life.
As the season of growth takes hold, it reminds me how grateful I am to serve our community. Together, we have made great strides over the past months, and I am confident that, with your ongoing input and collaboration, we will continue to build a stronger, safer, and more inclusive Ward 2 and Saskatoon.
Whether it’s enhancing community safety, addressing homelessness, housing needs, improving our infrastructure, promoting reconciliation, or supporting our small businesses, your voices shape the work I do every day at City Hall. I look forward to seeing many of you at upcoming events and meetings and to continuing these important conversations together.
With sincere appreciation,
Your servant,
Senos Timon
Council Updates and Highlights
A look at some major developments at City Hall:
Homelessness Action Plan:
Recognizing the urgent need for better responses to homelessness, the Council has approved the formation of a Subcommittee on Homelessness, chaired by the Mayor and two Councillors. This group will engage directly with community organizations, service providers, and those with lived experience to recommend actions the City can take. I strongly support this initiative, as it offers a path forward through listening, learning, and acting collaboratively. Tackling homelessness is a shared responsibility, and I am committed to ensuring Ward 2’s needs and perspectives are well-represented. Learn more
Tax Ratio Policy Update:
On April 23, Council reviewed and approved the municipal tax ratio between residential and non-residential properties. The new ratio of 1.71 preserves the longstanding 68% / 32% split in tax revenue. This balance helps ensure fairness between homeowners and businesses while maintaining essential services and infrastructure investments that benefit all residents. Learn more
2026–2029 Strategic Plan – Priority Areas:
Following the Council strategic planning session in January 2025, nine strategic priority areas have been set for the next four years, with Community Safety and Wellbeing named as the top priority. I am honoured to have been appointed lead for Reconciliation, Equity, Diversity, and Inclusion (REDI) initiatives, ensuring our city continues to advance Truth and Reconciliation Calls to Action and embraces the strength of our diversity. Other key focus areas include Growth, Transportation, Parks, Recreation and Culture, Environment, Community Safety, Housing and Homelessness, Core Services, Downtown, and fostering a business-friendly environment. Organics Processing Facility:
The City is moving forward with plans to build a state-of-the-art Organics Processing Facility near the existing landfill, supporting Saskatoon Green Cart program and environmental goals.
Facility Highlights:
- Compost organic waste in three months using advanced methods.
- Equipped with odour control systems to minimize impact on nearby neighbourhoods.
- Protection for surface and groundwater will be ensured with ongoing monitoring.
This project marks a major step in improving waste diversion rates and creating a greener city for future generations. Learn more
New Household Paper and Packaging/Recycling Program Transition:
City Council approved a shift to SK Recycles‘ Extended Producer Responsibility program by January 2028. This transition will streamline recycling services city-wide while reducing costs for Saskatoon taxpayers. Importantly, residents will continue to enjoy the same level of service without disruptions during the transition. Learn more
Motions I’ve Brought Forward
I proudly advanced two initiatives to make our city even more responsive and efficient:
Civic Satisfaction Survey Enhancement:
I introduced a motion to strengthen the City’s Civic Satisfaction Survey by making sure that voices from all backgrounds and communities are properly represented. It’s vital that all residents regardless of neighbourhood, background, or identity feel heard and included in civic decision-making. Learn more
Review of Temporary Reserved Parking (TRP) Fees:
Construction projects often create new, temporary parking spaces. I moved to explore reducing TRP fees when these new public spaces are created, supporting businesses, residents, and project developers alike. Learn more
2025 SUMA Convention
From April 13–16, I was privileged to attend the Saskatchewan Urban Municipalities Association (SUMA) Convention and Tradeshow alongside municipal leaders from across the province.
At SUMA, we tackled some of the biggest challenges facing Saskatchewan’s municipalities: mental health and addiction crises, housing shortages, infrastructure investment needs, and public safety issues. I was honoured to participate in a mock council session called “Modeling Respect – Council Meeting Best Practices,” where we shared strategies to create more respectful, transparent, and inclusive council chambers.
During the Bear Pit session with Cabinet Ministers, I raised concerns directly to the Premier about the current Saskatchewan Income Support (SIS) policy, which routes housing funds to tenants rather than landlords. This well-intentioned policy has unfortunately led to increased evictions and homelessness across Saskatchewan. I urged the province to consider policy changes that would balance tenant independence with housing security.
Beyond policy, SUMA was an incredible opportunity to build alliances with other municipal councils and to reinforce the importance of collective advocacy for sustainable, equitable development. I left feeling energized and even more committed to the work ahead.

City News & Public Notices
River Landing Farmers’ Market – City to Assume Operations:
Starting next month, the City of Saskatoon will assume interim operations of the River Landing Farmers’ Market at 414 Avenue B South. Gather Local Marketplace, the current non-profit operator, announced they are stepping away due to financial constraints.
After open dialogue and collaboration, both Gather and the City agreed that the City would temporarily oversee the market until a Request for Proposals (RFP) process is completed to find a new long-term operator.
Gather emphasized that although this decision was difficult, they are proud of their role in launching the market and believe a new operator will help the space reach its full potential.
I want to thank Gather for their service and dedication to fostering local food, artisanship, and community spirit in our city. I look forward to supporting the next steps and ensuring that this vibrant community space continues to grow and thrive. Stay tuned for updates as the RFP process unfolds later this year.
