Cahill Park Storm Pond and Roadway Upgrades

Construction is underway at Cahill Park as the City of Saskatoon, in partnership with Garnett Industries, completes significant stormwater and roadway improvements.

The project will improve drainage, strengthen road infrastructure, and enhance long-term reliability for the surrounding neighbourhood.

Construction is expected to take approximately five months, weather permitting. Residents should expect temporary traffic delays and detours during construction.

These upgrades represent an important investment in safer, more resilient infrastructure for Ward 2.

Montgomery Drainage Improvement Project – Phase III

Construction continues this season on the Montgomery Drainage Improvement Project, improving drainage, underground infrastructure, and road conditions throughout the neighbourhood.

Project Phases

  • Phase 1: Mountbatten Street to Lancaster Crescent (Late April – Early July)
  • Phase 2: Crerar Drive to Mountbatten Street (Early July – Late August)
  • Phase 3: Crerar Drive to Ortona Street (Mid June – Late September)

Work includes:

  • Road rehabilitation
  • Ditch improvements
  • Culvert installation
  • Water infrastructure insulation
  • Service replacements
  • Driveway reconstruction

Residents in the construction area may experience temporary noise, traffic disruptions, vibration and changes to property access during active construction periods.

Why this matters
These improvements will reduce flooding, improve road conditions, and create more reliable infrastructure for residents over the long term.

Council & Committee Updates

Major City Development

Downtown Event and Entertainment District (DEED) – Indigenous Partnership Opportunity

City Council has directed Administration to begin formal discussions with Muskeg Lake Cree Nation on a potential development partnership for Saskatoon’s Downtown Event and Entertainment District (DEED).

This builds on a 38-year relationship between the City and Muskeg Lake Cree Nation and represents an opportunity to strengthen Indigenous leadership and participation in one of Saskatoon’s most significant city-building projects.

The discussions will explore opportunities for economic development, shared community benefits, and long-term collaboration. At this stage, discussions are exploratory, and no final agreements have been made. Any future partnership will require approval from both City Council and Muskeg Lake Cree Nation Council.

Why it matters
If approved, this partnership could create long-term economic opportunities while advancing reconciliation through meaningful collaboration on one of Saskatoon’s largest development projects.

Clean Energy Milestone

Dundonald Avenue Solar Farm Officially Opens

Saskatoon reached an important sustainability milestone with the official opening of the Dundonald Avenue Solar Farm on June 2.

The new 2.8-megawatt solar facility will generate enough renewable electricity to power more than 400 homes, helping reduce greenhouse gas emissions and supporting Saskatoon’s goal of achieving net-zero emissions by 2050.

Project Highlights/ Key Impacts:

  • Generates enough electricity to power more than 400 homes
  • Reduces emissions by approximately 23,000 tonnes over 30 years
  • Equivalent to removing about 160 vehicles from the road each year
  • Supports the City’s net-zero emissions target by 2050

The $7.3 million project received nearly $2.6 million in funding through the Investing in Canada Infrastructure Program. It is expected to recover its costs within approximately 15 years through reduced electricity purchases from SaskPower.

Why it matters
This investment helps diversify Saskatoon’s energy supply, lowers long-term operating costs, and supports a cleaner future for our community. Notice how the facts remain, but the section is much easier to scan.

Community Safety & Wellbeing

Indigenous Peacekeepers Pilot Project

The Indigenous Peacekeepers Pilot Project is now operating as part of Saskatoon’s community safety strategy after receiving City Council funding through the 2026–2027 budget

Peacekeepers provide culturally informed outreach, connect vulnerable individuals with community services, and help build safer, stronger neighbourhoods through relationship-based engagement.

The pilot currently focuses on:

  • Downtown (Downtown Saskatoon Business Improvement District)
  • Riversdale (Riversdale Business Improvement District)
  • Pleasant Hill neighbourhood

Peacekeepers will patrol in pairs while wearing clearly identifiable City safety gear and may assist individuals with transportation to essential services when needed.

This pilot project reflects Saskatoon’s commitment to community-based, culturally informed approaches to public safety, prevention, and meaningful community connection.

Why it matters
This program focuses on prevention, outreach, and connecting people with support before situations escalate, helping improve safety for everyone in our community.

Community Safety Supports: Avenue C and Public Washroom Project

The Governance and Priorities Committee approved additional funding to maintain community safety services around the Avenue C Women’s Drop-In Centre and the Outdoor Public Washroom at the CUMFI site.

These services continue to support vulnerable residents while helping improve safety and stability in the surrounding neighbourhood.

Key Service Impacts

  • Outdoor Public Washroom serves approximately 400–500 people daily
  • Women’s Drop-In Centre supports approximately 150–211 women daily

Enhanced patrols and coordinated safety services will continue until October 31, 2026, before transitioning to the new Drop-In Centre at 130 Idylwyld Drive beginning November 1. A total of $128,674 has been allocated for July through December 2026 to support services and ensure continuity during the transition.

Why it matters
Supporting vulnerable residents while improving neighbourhood safety requires a balanced approach. These investments help ensure services remain available while addressing community concerns.

210 Pacific Avenue Emergency Shelter Extension

In April 2025, the emergency residential shelter at 210 Pacific Avenue Emergency Residential Shelter began operations, with its initial approval set to expire on September 30, 2026. City Council approved an extension until May 31, 2027.

The extension ensures shelter services remain available while the Province completes construction of a permanent emergency shelter at 170 31st Street East, expected to open in spring 2027.

Why it matters
This decision helps prevent any interruption in emergency shelter services while the new permanent facility is being completed.

Recreation & Community Services

Harry Bailey Aquatic Centre

After more than 50 years of serving Saskatoon residents, the Harry Bailey Aquatic Centre (HBAC) remains publicly operated by the City of Saskatoon and is scheduled to reopen in Fall 2026 following its major renovation.

City Administration has already begun staffing and operational planning to ensure the facility is ready to welcome residents when construction is complete. HBAC will continue to be operated by experienced City staff, including CUPE Local 59 employees, maintaining the high standard of programs and services residents have come to expect.

Why it matters
Keeping HBAC publicly operated ensures continued access to safe, high-quality recreation programs for individuals, families, schools, and community organizations for years to come.

Traffic Update

There is good news for commuters and residents. University Bridge is expected to reopen to traffic during the week of June 29.

When the bridge reopens:

  • One lane of traffic will be available in each direction.
  • Construction on College Drive as part of the Link Project will continue.
  • Drivers are encouraged to follow posted signage and use caution around active construction areas.
Why it matters
Reopening the bridge will improve traffic flow, reduce travel times, and restore an important transportation connection across the South Saskatchewan River.
